City of Pasadena highlights for Feb. 28 to March 2

All events are free

Wednesday, March 2
1 p.m. – This week’s film in the Donald R. Wright Auditorium at Pasadena Central Library, 285 E. Walnut St ., is “To Kill a Mockingbird” (1962, NR) starringGregory PeckBrock Peters and Robert Duvall in the story of attorney Atticus Finch who defends an innocent black man against rape charges.
4 p.m. – Children and their families are invited to celebrate Dr. Seuss’s birthday with musical guest Billy Brockman at Hastings Branch Library, 3325 E. Orange Grove Blvd.  (626) 744- 7262.

ONE CITY, ONE STORY EVENTS
This year’s One City , One Story novel in Pasadena is Mudbound by Hillary Jordan that takes place in Mississippi during World War II.  Related events are planned through March 31.  Here are events taking place next week:

Saturday, March 5
11 a.m. – Theatre Americana, formed as part of President Franklin Roosevelt’s WPA program, salutes our veterans with music of the ‘30s and ‘40s at Hastings Branch Library that will take you on a sentimental journey through a history of USO camp shows. 
11:30 a.m. – Old Town Cooking School ’s Deb Swartz will demonstrate Southern cooking with traditional recipes that will make your mouth water (and you’ll get to sample everything!).  Allendale Branch Library, 1130 S. Marengo Ave.  (626) 744-7260.
2 p.m. – See a special screening of the film “The Tuskegee Airmen” (1995, PG) starring Laurence Fishburne, Allen Payne and Malcolm-Jamal Warner at San Rafael Branch Library, 1240 Nithsdale Rd.  It portrays the true story of the 332nd Air Force squadron during World War II that was honored for keeping casualties low and bombers safe.  The squadron also made history because its members were the first African American pilots to take to the skies for the U.S. , though few Americans knew of their accomplishments or how they managed to serve in the face of the rampant racism they endured.  (626) 744-7270.

CITY COUNCIL

The Pasadena City Council will meet Monday, Feb. 28, at 6:30 p.m. in the Council Chamber (S249) at Pasadena City Hall , 100 N. Garfield Ave.  

Fred T. Korematsu – After the bombing of Pearl Harbor by the Imperial Japanese Navy, a federal executive order required all Japanese Americans to be placed in internment camps.  Korematsu, a Bay Area resident, refused to report to an assembly center for transport to a camp because he believed all Americans should receive a fair trial and an opportunity to defend their loyalty to the U.S.   He was convicted in federal court, placed on five years’ probation and transported with his family to the Central Utah War Relocation Center .  When his case was heard by the U.S. Court of Appeals, the court upheld the prior decision.  Four decades later, the U.S. District Court cleared his name but did not overturn the original decision.  On Monday night the city council will consider designating Jan. 30 of every year as Fred T. Korematsu Day in Pasadena .

Ten-day Water Shutdown – Sixty percent of Pasadena’s water is imported through the Metropolitan Water District (MWD) of Southern California and the rest comes from our own natural resources.  From March 18 to 27, a seismic retrofit will be performed at MWD’s F.E. Weymouth Water Treatment Plant in La Verne, which provides water via a pipeline through the San Gabriel Valley .  This will mean a 40 percent shutdown of imported water in Pasadena for 10 days and possibly longer.  The only way to ensure that our limited supply during this period is saved for health and hygiene is to stop all outdoor landscape irrigation.  The council will consider a temporary suspension of the current Level 1 water shortage plan and implementing a more restrictive Level 4 plan.

Rose Bowl Loop – A year ago the council adopted a plan for improvements to the recreational loop that goes around the Rose Bowl Stadium and a portion ofBrookside Golf Course, including slurry sealing the entire loop, widening and coloring the pedestrian walkway and installing delineators along the walkway.  The council will receive an update on the project.

COMMISSIONS, COMMITTEES AND BOARDS

The City Council Finance Committee will meet Monday, Feb. 28, at 4 p.m. in the Council Chamber at City Hall.  Agenda items include a proposed journal voucher amending projects in the Fiscal Year 2011 Capital Improvement Program budget.

The Arts and Culture Commission’s Community Development Subcommittee will meet Monday, Feb. 28, at 4:30 p.m. in the second floor conference room at the Permit Center , 175 N. Garfield Ave.   Agenda items include the Orange Grove Cultural Corridor.

The Design Commission will meet Monday, Feb. 28, at 6 p.m. in the Hearing Room at the Permit Center (enter through the Ramona Street door).  Agenda items include application for consolidated design review of construction of a new second-story addition to the rear (southern portion) of an existing retail building at 54 W. Colorado Blvd. ; and application for consolidated design review of exterior rehabilitation of the Constance Hotel at 940 E. Colorado Blvd.

The Recreation and Parks Commission will meet Tuesday, March 1, at 6 p.m. at the Pasadena Senior Center , 85 E. Holly St .  Agenda items include proposed support of parks, landscaping and arroyo sections of the FY-2012 to FY-2016 Capital Improvement Program; and scheduling of Lower Arroyo Seco tours.

The Human Relations Commission will meet Tuesday, March 1, at 6:30 p.m. at Jackie Robinson Center , 1020 N. Fair Oaks Ave.   Agenda items include update on San Gabriel Valley Pride Festival; update on GLBT Teen Center ; update on commission forum series; update on Pasadena Portraits; nominations for commissions awards programs; and update on essay contest.

The Northwest Commission will meet Tuesday, March 1, at 6:30 p.m. at La Pintoresca Teen Center, 1415 N. Raymond Ave.   Agenda items include presentations from applicants for Community Development Block Grant (CDBG) funding.

The Pasadena Community Access Corporation Board of Directors will meet Tuesday, March 1, at 7:30 p.m. in Suite 105 at Hen’s Teeth Square , 2061 N. Los Robles Ave.  Agenda items include executive director search; and emergency response broadcast.

The Community Development Committee’s Housing Subcommittee will meet Wednesday, March 2, at 4 p.m. in Suite 202 at 649 N. Fair Oaks Ave. (next to Vons).  Agenda items include submission of Public Housing Agency FY-2011 Annual Plan to the U.S. Department of Housing and Urban Development (HUD); and key business terms of development and loan agreement and $650,000 funding assistance with Heritage Housing Partners for rehabilitation/construction of a four-unit, for-sale affordable housing project at 411-415 N. Raymond Ave.

The Zoning Hearing Officer will conduct public hearings Wednesday, March 2, at 6 p.m. in the Hearing Room at the Permit Center .  Agenda items include recommended approval with conditions of a minor variance to allow an existing accessory structure to encroach into the required front yard setback at 918 Linda Vista Ave.; recommended approval with conditions of a tentative parcel map to create two air parcels for residential condominium purposes on one land lot within the RM-32-HL-1-PK Zoning District at 53 and 55 S. Virginia Ave.; and recommended approval with conditions of a tentative tract map for a subdivision to create seven lots from 12 existing parcels on the Las Encinas Hospital site at 2900 E. Del Mar Blvd.
